What is Stormwater?
Stormwater runoff is simply rainwater or snowmelt that runs off the land and into
streams, rivers, and lakes. When stormwater runs through sites of industrial or
construction activity it may pick up pollutants and transport them into national waterways and effect commercial fisheries, restrict swimming areas, and have an effect on the navigability of the nation's waters.
To help curb the problem of storm water runoff pollution the EPA (Environmental Protection Agency) has developed a program under the Clean Water Act. A major part of this program is the NPDES (National Pollution Discharge Elimination System) which requires regulated activities to register for a discharge permit.
In 1998 the state of Texas assumed the authority to administer the NPDES program in Texas. The TCEQ's Texas Pollutant Discharge Elimination System (TPDES) program now has regulatory authority over discharges of pollutants to Texas surface water, with the exception of discharges associated with oil, gas, and geothermal exploration and development activities, which are regulated by the Railroad Commission of Texas.
