Joe P. Grimes, P.E.

CEO/Principle Engineer

Mr. Grimes has thirty years experience as a facility design engineer. He has personally designed over 750 separate construction and environmental projects.   He is familiar with design, construction, retrofit and operation of most facility types.   He is familiar with the procedures for the procurement of design and construction services.   He is a licensed Professional Engineer in Texas, New Mexico, Oklahoma, Louisiana and Arizona.   Mr. Grimes is also a licensed LPST Corrective Action Project Manager and Asbestos Consultant, Lead Risk Assessor, and Lead Abatement Project Designer.  Mr. Grimes is also certified in the use of XRF equipment for the purpose of lead paint analysis.

Albert R. Moffitt, AIA

Director of Architectural & Engineering Services Division

Mr. Moffitt has over 20 years of experience as an architect specializing in design and construction.   He has been involved with project management as the "owner's representative" for individual projects in excess of $27 million and a total project load of more that $280 million.   Having completed work in more than 15 states, Mr. Moffitt is very comfortable working with all major building codes as well as many regional and city standards.   He is also very familiar with alternative construction delivery methods, project budgeting, cost estimating and integration of project construction schedules to help owners meet critical completion deadlines.

Danny Heath

Director of Construction Management Division

Mr. Heath has 36 years experience in the construction industry.  Danny, being raised up in construction, was promoted to job superintendent in 1973, Project Manager and estimator in 1985 and Construction Manager in 1989.  He has extensive experience with schools in southwest Texas, all branches of the military including the National Guard Armory as well as mental health hospital projects in Texas, New Mexico, Oklahoma, Colorado, Arizona, and Canada..


John Blankenship

Business Development Region 16

Mr. Blankenship has over twenty-five years in sales and marketing to a broad range of commercial and industrial clients. Before joining grimes and Associates, John was employed by the world’s largest supplier of industrial maintenance supplies where he was a business development specialist. John has a keen desire to serve his customers and recognizes that long-term relationships are built on consistent, timely service.

Oran Hamilton

Business Development Region 17

Mr. Hamilton has over thirty-four years in the public school field, fourteen of which as school superintendent. During those fourteen years Mr. Hamilton was instrumental in the construction and start-up of science complexes, tennis courts, parking lots, roofing projects, gymnasiums, etc. Mr. Hamilton is also familiar with the task of upgrading existing spaces to ADA-specifications. Oran understands the challenges and limitations of school facility construction and maintenance. Oran is also intimately familiar with school finance. Having “been there and done that”, Oran sincerely strives to make all our projects true community-assets and to ease the superintendent’s and school board’s burden wherever possible.


Terry Adams

Director of Asbestos/Lead Based Paint Division

Mr. Adams is the manager of our Environmental Division. He is experienced in inspection and managing abatement of lead based paints. He is a licensed asbestos inspector, project manager, air monitoring technician and management planner.   He is familiar with EPA, HUD and TDH regulations. Mr. Adams also received training from Georgia Institute of Technology (“The Role of Environmental Site Assessments in Property Transfer”).

Wally McNeil

Environmental Specialist/Business Development Specialist

Wally has over six years of experience in commercial facilities.   He is trained and a Texas licensed asbestos inspector, project manager, air monitor technician and lead risk assessor.   He holds an asbestos abatement consultant license in the State of Nevada.   Wally also manages the marketing for the Environmental Department.

Darrel McMillen

Director of Leaking Underground Fuel Storage Tank Division

Mr. McMillen is the manager of our LPST Division. He is a Texas Licensed Corrective Action Project Manager and is experienced in management of construction and LPST-related site investigations. He is familiar with TCEQ regulations (technical and reimbursement) and is HazWOpER certified.   Mr. McMillan is fluent in Japanese.

David Burnett, BBA, MBA, CPA

LPST Reimbursement Specialist

Mr. Burnett serves as a LPST Reimbursement Specialist, but is involved in all aspects of LPST-related site investigations.   David has over 17 years experience in laboratory management, and is the past president of the PMAI Southwest Division.   Mr. Burnett holds a BBA in Accounting from Abilene Christian University, an MBA from Hardin Simmons University and is a Certified Public Accountant.
